Summary

Exempts livestock haulers from federal driving-hour limits and electronic logging rules. The bill would exempt commercial motor vehicles that transport livestock, insects, or live aquatic animals from federal hours-of-service requirements and from electronic logging device requirements, and it would keep that exemption when those vehicles are unladen while picking up or returning from deliveries, while defining covered vehicles as commercial motor vehicles carrying those animals and defining livestock to include insects and live aquatic animals that are cultivated, raised, caught, or harvested.

If enacted, certain livestock haulers would be exempt from federal hours-of-service limits and from electronic logging devices. This would apply when hauling livestock, insects, or live aquatic animals. It would also apply when the truck is empty and driving to pick up animals or returning from a delivery. You would need to be operating a commercial motor vehicle as defined in federal law. The exemption would cover both the vehicle and the driver.
