Faster HUD reviews for housing aid and projects

This bill would tell HUD to speed reviews by using exemptions and categorical exclusions set as of January 1, 2025. Exempt items would include rental vouchers, supportive services, homebuyer closing or down payment help, and emergency HVAC or water heater fixes. Exclusions would cover small projects that barely change conditions, like 1–4 unit rehabs and public works repairs with no more than a 20% capacity change. They would also cover up to four scattered-site units, some 5–15 unit builds, office-to-home conversions with no more than a 20% size change, qualifying infill, and voluntary floodplain buyouts.
