HR4764119th Congress

Biochar Research Network Act of 2025

Sponsored By: Representative Rep. Miller-Meeks, Mariannette [R-IA-1]

Introduced

Summary

Would establish a national biochar research network to test biochar types across soils and climates and deliver region-specific, science-based guidance to farmers, foresters, and land managers. The network would aim to clarify biochar's soil carbon sequestration potential, greenhouse gas effects, production methods, contaminant testing, and real-world impacts on crop production and resilience.

Show full summary
  • Farmers, ranchers, and foresters would get practical, region-specific data and recommendations to help use biochar to boost soil health, crop yields, resilience to extreme weather, and potentially farm profitability.
  • Research institutions and federal science agencies would coordinate up to 20 research sites to run cross-site and mechanistic experiments, develop life-cycle models, and generate technoeconomic insights on feedstocks, reactors, and coproducts.
  • Conservation programs and land managers would gain evidence to inform revised conservation practice standards, technical guidance, and potential expansion of program support for biochar production and application.

*Would authorize $50.0 million per year from 2026 through 2030 for the research network, increasing federal spending in those years.*

National biochar research network for farms

The bill would set up a national biochar research network with up to 20 sites. The Agriculture Research Service would run it with partners across USDA and other agencies. The network would test many biochar types, soils, and methods across different regions and climates. It would share region‑specific, practical guidance for farmers, foresters, and land managers; this is research support, not direct payments. It would authorize $50 million each year for fiscal years 2026–2030, but Congress would still need to appropriate the money.

More NRCS help for biochar

NRCS would use the research to develop or update biochar practice standards. It would coordinate to expand technical and financial help in conservation programs for making and using biochar and adding it to soil health plans. Producers and landowners who join or qualify for these programs could get support to produce or apply biochar. Actual help would depend on NRCS adopting standards and on available program funding.
