- Families and victims: Those who did not apply earlier due to DOJ guidance could receive lump-sum catch-up payments if they show they relied on that guidance. They may prove reliance with written or verbal communications, a sworn statement, or other methods the Special Master allows.
- Administration: The Special Master would have to publish procedures and guidance within 30 days and accept multiple forms of documentation to determine eligibility.
- Payment source: The Special Master could pay catch-up amounts from the Fund's reserve or from the Fund itself if reserve funds are insufficient.

Catch-up payments for Beirut and Khobar victims
This bill would let certain 1983 Beirut and 1996 Khobar bombing victims get a one-time catch-up payment. It would cover people who did not apply before because DOJ guidance said only one claim could be filed and regular-payment recipients could not also get a lump-sum. You could show you relied on that guidance with Fund communications, a sworn statement, or other proof the Special Master allows. The Special Master would publish how to apply within 30 days after the bill’s effective date. Payments would come from the reserve fund first, or from the Fund if reserves are not enough.
