Summary

Faster access to in-home extended care for veterans. This bill would change the Veterans Community Care Program and Veterans Care Agreements to make the Department of Veterans Affairs consider a covered veteran’s preferences for where, when, and how they get extended care and whether they need caregiver help. It also builds in continuity of care and ties the new preference rule to a three-year period beginning on the date of enactment of the Dignity in Veterans Aging Act of 2025.

Faster in-home care for veterans

If you are a covered veteran, the VA must consider your preferences for where, when, and how you get extended care for three years after enactment. A covered veteran already getting extended care under the new rule can keep that care until the episode ends, even if a termination date is written. If you ask for care from a provider that is not in a Veterans Care Agreement and you live more than one hour from any qualified VA-listed provider, the VA must approve your Veterans Care Agreement request within 30 days. From the date you request approval until the VA approves, the VA must give you in‑home care under the statute that covers in‑home services.
