Expands Rural Health Transformation Program eligibility to the District of Columbia. The bill would amend Title XXI of the Social Security Act to insert "the District of Columbia" wherever the law refers to "the 50 States," making the District eligible for allotments under the Rural Health Transformation Program and applying that change retroactively to the enactment date of Public Law 119-21.
