Disaster retrofit grants for homeowners in need
If enacted, FEMA would pilot grants to help homeowners pay for disaster-ready upgrades. States and local governments would give the grants, and homeowners would need to show financial need. Covered work would include elevation, floodproofing, tornado safe rooms, seismic, wildfire, and wind upgrades like roof replacements and hurricane straps, following the two latest code editions where they apply. FEMA could use up to 10% of yearly section 203 funds, limited to money appropriated after enactment; the pilot would start within 1 year and end on September 30, 2030. FEMA would report to Congress 6 years after enactment on results and lessons.
