New data source for Medicare lab prices

If enacted, Health and Human Services would hire a certified, independent nonprofit to supply private pay claims data for Medicare lab prices. The database would need at least 50,000,000,000 claims from over 50 private payors and cover all states. A test would be "widely available" if more than 100 providers were paid for it in the first six months before the data period. Medicare would start using this data for reporting periods beginning January 1, 2028, based on collections starting January 1, 2027. Before 2028, Medicaid managed care rates would be left out, and final payment rates would ignore denied, appealed, erroneous, or recouped payments.

Smaller Medicare lab payment cuts

This bill would delay and shrink scheduled Medicare lab payment cuts. It would set the maximum cut at 5% for 2029 and later, replacing larger planned 15% cuts for 2026–2028. This could mean slightly higher Medicare payments for some lab tests and slightly higher coinsurance for some patients. It would also update timing references so the rules apply starting with 2017 and move a key year to 2028.
