State grants and stillbirth guidelines
If enacted, HHS would give States grants to track and study stillbirths. States could use existing review data and build staff capacity. All data would be deidentified and must follow federal and State privacy laws. HHS would issue national guidelines for health departments and vital records units on data collection, with the woman's consent for clinical history, postmortem exams, and placental pathology. HHS would create public education materials and could consult doctors, nurses, bereavement groups, public health officials, and families. A public report with guidelines on stillbirth risks would be due within five years of enactment. The bill would authorize $5 million each year for 2026-2030 for State grants and $1 million each year for 2026-2030 for guidelines and education.
