Grants to digitize county road maps

If enacted, USDOT would start a pilot within 180 days. It would give grants to states to map county roads and post public data. The bill authorizes $20 million each year for FY2026–2031. Money would stay available until spent. Up to 2% could run the program. States would apply. Priority would go to states with big mapping gaps, that can subgrant to counties, and that agree on shared data standards. Funds could pay counties to digitize records, convert paper maps, and train or hire staff. State DOTs would host a central website. They would label public vs. private roads, keep data compatible with mapping apps, and update it at least yearly. They should align formats with federal mapping standards. Grantee states would report first within 6 months of launch, then yearly for 3 years. Reports would list counties funded, amounts, miles digitized, repository status, and suggestions. The bill would not change who owns or controls any road. It would not force disclosure of protected historic or archaeological sites. Grant authority would end September 30, 2031, unless Congress extends it.
