- Travelers and families: Would protect passengers from large price jumps when a disaster or emergency is declared by a State, the District of Columbia, or a U.S. territory. A rise of 30% or more would be treated as excessive.
- Airlines and ticket sellers: Would face new standards from the Secretary of Transportation to determine when a ticket increase is excessive and therefore prohibited under consumer-protection law.
- Federal regulators and Congress: Would require the Administrator of the Federal Aviation Administration (FAA) to study unfair ticket pricing during disasters and deliver a report to Congress within one year of enactment.

Stop airline price spikes in emergencies
Ticket agents, airlines, and others selling flights would be barred from big price hikes during a declared disaster or emergency. The Department of Transportation would set rules for what counts as excessive. Any increase of 30% or more would count as excessive. The rule would apply when a State, DC, or a U.S. territory or possession declares an emergency. The Federal Aviation Administration would study unfair ticket pricing and report to Congress within one year.
