Baltic Security Assessment Act of 2025

This bill would require a targeted security assessment for Estonia, Latvia, and Lithuania. It directs a focused report to guide U.S. policy on military, cyber, hybrid, and political threats and on strengthening economic and NATO ties in the face of pressure from the Russian Federation and the People’s Republic of China.

- Baltic countries: The report would identify emerging military, cyber, hybrid, and political threats and offer recommendations to strengthen deterrence, cybersecurity, and democratic resilience for Estonia, Latvia, and Lithuania.
- U.S. policymakers and Congress: The Secretary of State, in coordination with the Secretary of Defense, would have 180 days to deliver an unclassified report, with a possible classified annex, to House Foreign Affairs, House Armed Services, Senate Foreign Relations, and Senate Armed Services.
- U.S. and NATO planning: The report must assess current U.S. and NATO force posture in the region, the roles of malign actors such as the Russian Federation, Belarus, the People’s Republic of China, and Iran, and identify opportunities to enhance bilateral and multilateral defense cooperation.
