Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Grants to help farms go organic

This bill would create competitive grants to support research, education, and on‑farm work that helps farms shift to organic. The Secretary could favor projects that partner with producers and minority‑serving colleges. It would authorize $10 million for FY2026 and FY2027, and $20 million for FY2028 and each year after. These are authorizations; Congress would still need to fund them.

New USDA team to steer organic research

This bill would set up a cross‑agency committee to coordinate and expand federal organic research. It would have 12 to 18 members, a Chair from the Office of the Chief Scientist, and five‑year terms. The committee would survey USDA organic research within 3 years and then every 5 years, and give recommendations. The Secretary would need to consider those recommendations in annual budget materials.

More organic research and tribal knowledge rules

This bill would raise authorized funding for the Organic Research and Extension Initiative to $60 million in FY2026, $70 million in FY2027, $80 million in FY2028, $90 million in FY2029, and $100 million in FY2030 and beyond. It would let the program fund work on tribal traditional knowledge, climate resilience, and alternatives to certain substances. If a grant uses Indigenous knowledge, the project lead would need to be from a specified Native‑serving institution, and the grant would need free, prior, and informed consent and proper attribution. These are authorizations and rules for grants; Congress would still need to provide funding.

More data and an organic farm study

This bill would authorize $10 million each year from FY2025 through FY2030 for organic production and market data. It would also require an Economic Research Service plan within 1 year and a full report within 3 years after the plan. The study would look at farm sizes, regions, jobs, environment, social effects, and land ownership. These actions would produce data and analysis; they would not directly pay households.
