No caps on 2025 farm payments

If enacted, the normal caps on commodity program payments would be suspended for the 2025 crop year. Farms and farm entities that usually hit those limits could receive higher payments for 2025. Other rules would still apply, and this change would only cover 2025.

50% advance on 2025 crop payments

If enacted, producers could choose an advance equal to 50% of each projected 2025 payment for covered commodities. You would need to opt in with the Farm Service Agency by December 1, 2025 to get the advance by December 31, 2025. The government would base the projection on the latest market price outlook, or a similar estimate if needed. After the marketing year ends, starting October 1, USDA would true up the amount and send any balance due. If the total you received is more than the final amount, you would have to repay the extra, with no interest. You could assign these payments to a lender under existing USDA rules.
