Summary
Would create a federal secondary-school curriculum about Hamas' October 7, 2023 attacks and the role of antisemitism. It would direct the Director of the United States Holocaust Memorial Museum to develop the curriculum within 180 days after enactment and report to Congress after completion, and require five elements: the October 7 attacks (in which Hamas killed over 1,200 people and kidnapped over 240, including Americans), the history of antisemitism using the IHRA working definition, the spread of antisemitism and anti‑Israel rhetoric in the U.S. and on campuses, social media's role in accelerating that spread, and denial and distortion as forms of antisemitism.

New high school lessons on October 7
If enacted, the Director of the U.S. Holocaust Memorial Museum would create a curriculum for secondary schools. Work would start within 180 days after enactment. It would cover the October 7, 2023 attacks by Hamas. It would also teach the history of antisemitism and its role in the attacks. It would cover how antisemitism and anti‑Israel rhetoric spread in the U.S. and on campuses. It would cover how social media sped that spread. It would address denial and distortion as forms of antisemitism. After finishing, the Director would report to Congress within 180 days or by 3 years after enactment, whichever comes first.
Antisemitism definition set for curriculum
If enacted, this Act would set definitions used for this program. "Antisemitism" would use the International Holocaust Remembrance Alliance definition from May 26, 2016, including its examples. It would also define the October 7, 2023 Hamas attacks using the bill’s description. The terms "local educational agency," "secondary school," and "State" would match the Elementary and Secondary Education Act. These definitions would apply upon enactment.
