Show full summary
  • Local communities and water utilities would be able to seek federal grants to build or expand alternative water sources, with the program operating through 2031.
  • Planners and residents would have a direct role in defining qualifying projects because "critical water supply needs" must come from a plan or assessment developed with public engagement, focused on comprehensive supply planning or drought resiliency.
  • The Environmental Protection Agency would have to send an annual report, timed with the President's budget, to the House Transportation and Infrastructure Committee and the Senate Environment and Public Works Committee describing each funded project and how it meets the stated needs.

New grants for critical water supplies

If enacted, this bill would convert the current alternative water source pilot into a standing grants program for communities and water suppliers. It would define critical water supply needs as existing or reasonably anticipated needs identified in a plan or assessment developed with public engagement for water supply or drought resiliency. The bill would remove "treatment" from one listed category of eligible projects. It would also require the Administrator to send Congress an annual report with each project funded the prior fiscal year and how it meets the identified needs, timed with the President's budget, and it would extend the program year from 2026 to 2031.
