- The bill would amend Section 4210 of the Atomic Energy Defense Act to substitute a direct prohibition on all explosive testing and other nuclear explosions by the United States.
- It would bar the use of any funds authorized or made available for fiscal year 2026 or any fiscal year thereafter to conduct explosive nuclear testing or any other nuclear explosion.
- The bill would explicitly preserve the ability to conduct subcritical nuclear tests and defines a subcritical test as one using fissile materials that are not capable of sustaining an explosive nuclear chain reaction.
