Separate, clearer rules for numismatic material to facilitate lawful trade. This bill would amend the Convention on Cultural Property Implementation Act to redefine numismatic material to include coins, tokens, paper money, medals, and related objects and to treat those items under a distinct import restriction framework. It would require importers to submit one or more sworn declarations that the material was lawfully acquired and exported, is a type documented in numismatic reference works, and is not the product of illicit excavation. The bill would prohibit extra documentation unless a customs officer has probable cause to suspect the declarations are false.

Easier import rules for coin collectors

This bill would define 'numismatic material' to include coins, tokens, paper money, medals, and related objects. It would treat numismatic items separately under cultural property import rules. Satisfactory evidence would need to show the item was acquired lawfully, is a known type, and is not the direct product of illicit excavations. One or more sworn declarations by the importer or the account owner could satisfy that evidence requirement. Declarations must state, to the declarant's best knowledge, lawful acquisition and lawful export. Declarations must also state the item is a published, known type with multiple published examples in numismatic reference works. Declarations must state the item was not the direct product of illicit excavations within a State Party after that State Party's restriction effective date. Customs officers could not demand extra documents beyond these declarations unless they had probable cause, based on documentary evidence, that the declarations were false or fraudulent. If enacted, these changes would take effect upon enactment and apply only to items that meet the bill's numismatic definition.
