Summary
This bill would ensure uninterrupted SNAP and WIC benefits during any lapse in Department of Agriculture funding. It directs the Secretary of Agriculture to use Treasury funds as needed and to reimburse states for costs they incur while the programs continue.

- Families and children: Low-income households, pregnant people, infants, and young children would keep receiving SNAP (Supplemental Nutrition Assistance Program) and WIC (Women, Infants, and Children) benefits without interruption during a USDA funding gap that begins on Sept. 30, 2025 and lasts until new appropriations are enacted or Sept. 30, 2026.
- State agencies: USDA would reimburse State agencies for costs of operating SNAP, consolidated block grants, and WIC during the lapse, provided the agencies carried out the programs in accordance with federal law.
*The bill would require the Treasury to provide whatever sums are necessary to continue SNAP and WIC benefits during a USDA funding lapse until new appropriations are enacted or Sept. 30, 2026.*

If enacted, this bill would keep SNAP and WIC benefits paying during any FY2026 Agriculture funding gap. It would appropriate whatever sums are needed until Congress enacts FY2026 Agriculture funding or September 30, 2026. USDA would use the money to pay regular SNAP and WIC benefits during a lapse. It would also reimburse States for program costs during the lapse, but only for costs incurred while States followed Federal law. If enacted, missed SNAP and WIC payments from September 30, 2025 through the date of enactment would be paid. Spending under the bill would later be charged back to the permanent appropriations once Congress passes them.
