- Families and Alaska Native artisans: People verified by a Tribal enrollment card, a Certificate of Degree of Indian Blood, or a Silver Hand permit would be covered. Authentic items must be mostly natural materials and produced with traditional handicraft techniques.
- Federal agencies and treaty partners: The Secretary of State would work with the Secretary of the Interior to set bilateral procedures with treaty countries and the Interior would update its regulations. Those steps must happen within 180 days.
- Legal clarity for trade and transport: The change targets treatment under the four major U.S. migratory bird treaties so possession, sale, shipment, and transport of qualifying handicrafts are explicitly addressed.

Sell and ship Alaska Native handicrafts
If enacted, this bill would allow Alaska Native artisans to sell, ship, transport, and possess authentic Alaska Native handicrafts that include nonedible migratory bird parts. To qualify, the artisan must be verifiable by a Tribal enrollment card, a Bureau of Indian Affairs CDIB, or a Silver Hand permit. The item must be mostly natural materials and made largely by an Alaska Native using traditional handicraft methods without mass copying. The protection would not apply if the bird part was taken illegally or in a wasteful way. If enacted, the State Department (with Interior) would negotiate international procedures and the Interior Department would update regulations within 180 days.
