More grants for smart water systems
If enacted, the bill would raise the program's statutory grant cap from $25 million to $50 million. It would change the program year reference from 2026 to 2028. Grants would be allowed to pay for engineering, design, construction, and final testing of alternative water source projects that address critical water supply needs. Grants would not pay for planning, feasibility studies, operation, or maintenance. The bill would add a new definition of "intelligent water infrastructure technology" and allow grant funds to be used for adopting, training on, and operating those technologies. The definition lists real-time monitoring, remote sensors, artificial intelligence, advanced metering, leak detection, groundwater banking, and advanced digital modeling as examples. Costs for these intelligent technologies would not be treated as operation or maintenance for the funding prohibition.
