Precision agriculture would be pushed across federal conservation and rural development programs by this bill. It would add clear definitions, let producers use loans and grants to buy precision tools, and expand technical assistance for soil health and nutrient planning.
Show full summary
- Farmers and ranchers could use new loans and loan guarantees to adopt precision practices or buy precision agriculture technology. They could receive EQIP payments and still get a loan for the same land, and precision adoption costs could be covered up to 90 percent.
- Rural entities and lenders gain explicit authority to finance precision agriculture adoption and technology to lower costs and improve environmental outcomes. This widens who can get support under rural development authorities.
- Conservation programs would be updated to include precision agriculture in definitions and eligible activities. The Conservation Stewardship Program and conservation incentive contracts would explicitly cover precision practices and the bill emphasizes third-party technical assistance for soil health, cover crops, and nutrient management planning.

Analyzed Economic Effects
4 provisions identified: 4 benefits, 0 costs, 0 mixed.
Loans for precision ag upgrades
The bill would let the Conservation Loan and Loan Guarantee Program finance adopting precision practices and buying precision tech. Farmers getting EQIP payments could also take a loan or guarantee for the same practices on the same land. USDA would have to notify EQIP participants in writing that they can apply.
More conservation help for precision farming
If enacted, USDA conservation programs would treat precision farming as an eligible activity. EQIP planning would include adopting precision practices and buying precision tech. The Secretary could pay up to 90% of the costs for eligible precision upgrades used in conservation work. Conservation incentive contracts and CSP would also cover precision agriculture. States would set which practices are high priority.
Clear rules for precision ag gear
The bill would add official definitions of precision agriculture and precision technology in the Food Security Act. It lists tools like GPS mapping, imagery, soil sensors, data systems, auto‑steer, and variable‑rate gear, plus others the Secretary names. Programs using these terms would follow these definitions, helping clarify what qualifies.
Rural financing for precision farming tools
If passed, the rural assistance program could finance adopting precision practices and buying precision tech. The goal would be to promote best practices, cut costs, and improve the environment. The bill does not set dollar amounts or exact eligibility here.
