Delay enforcement for treaty conflicts

If enacted, enforcement of any conflict with Universal Postal Union rules or a Status of Forces Agreement would be delayed until on or after January 31, 2027. This would keep current practices in place for affected care-package shipments during that time.

Tariff-free care packages for troops

If enacted, qualified nonprofits could send donated care packages to U.S. service members abroad without paying tariffs or duties. Shipments that meet the bill's rules would not need item-by-item Harmonized System codes, country-of-origin declarations, or commercial invoices. The Postal Service and Customs would treat qualifying parcels as domestic mail for rates and customs and accept simpler manifests. Agencies would have to issue joint implementing regulations within 180 days after enactment. Nothing in the bill would stop security screening or inspection of these shipments.
