English requirement for commercial drivers

If enacted, you would need to show English skills to pass a commercial driver knowledge test. This would apply to written, verbal, or automated tests. You would need to read traffic signs and speak English with traffic safety officers, border patrol agents, agricultural checkpoint officers, and cargo weight-limit staff. Tests could not be given in any language other than English. These rules would start two years after enactment.

Department of Transportation driver rule updates

If enacted, the Secretary of Transportation would revise federal commercial driver licensing rules (49 CFR part 383) as needed to implement the English proficiency requirement. The Secretary must finish any regulatory changes within two years of enactment. The updates would apply to the federal rules and to state agencies and testing entities that follow them.
