HUD would review FHA modular loans

If enacted, HUD would review FHA construction loans for barriers to modular and manufactured building. HUD would publish a report within 1 year of enactment. Within 120 days after the report, HUD would start rulemaking on an alternative draw schedule. Builders, lenders, and the public could comment. HUD would then issue a final rule or explain why not. If rules change, modular builders and FHA borrowers could get easier access to funds during construction.

Clear definitions for modular and manufactured homes

If enacted, the bill would define a modular home as factory-built modules that meet local codes, are moved to the site, set on a foundation, and finished. It would use the existing federal definition of a manufactured home in 42 U.S.C. 5402. Clear terms could help builders, lenders, and buyers use FHA programs.

Study a standard code for modular homes

If enacted, HUD could award a grant to study a standard code for modular homes. The study would look at serial numbers and security for modules, faster design and building, and links to financing incentives. The bill would allow funding as needed to pay for the study.
