Honor Our Living Donors Act
Sponsored By: Representative Obernolte
Introduced
Summary
Reimburse organ donors regardless of the recipient's income. This bill would bar any consideration of an organ recipient's income when grants reimburse donating individuals and would tighten language so donors or recipients are not expected to provide payments outside the grant program.

- Donating individuals: Would make reimbursement decisions depend only on qualifying expenses, not the recipient's finances. This aims to ensure more donors can receive payments for travel, lodging, and other covered costs.
- Organ recipients: Removes wording that could imply or require recipients to pay donors and clarifies that reimbursement comes through the federal grant framework only.
- Federal oversight and funding: Would require the Secretary to publish a public report by December 31 each year estimating how many donors did not receive full reimbursement and the total funding needed to cover all qualifying expenses.

Donor reimbursement not tied to recipient income
If enacted, living organ donors who seek reimbursement under federal grants would not be judged by the recipient’s income. Grant administrators would have to ignore the recipient’s income when deciding eligibility or payment amounts. This could let more donors get money back for qualifying donation costs. The change would take effect upon enactment.
