HR631119th Congress

PARTS Act of 2025

Sponsored By: Representative Pfluger

Introduced

Summary

This bill would broaden the federal definition of "firearm silencer" and "firearm muffler" to cover both whole sound‑reducing devices and specific component parts. It would amend 18 U.S.C. § 921(a)(25) to define a silencer or muffler either as a device made and intended to silence, muffle, or diminish the sound of a portable firearm and attach to it, or as an outer tube or similar single part that is the primary housing for internal sound‑reduction components and attaches to a portable firearm, including attachments that connect through mounts or adaptors that are not themselves silencers or mufflers.

Broader gun silencer definition including parts

This bill would change the federal definition of “firearm silencer” and “firearm muffler.” It would cover any device made or intended to quiet a portable firearm and attach to it. It would also cover one main part, like an outer tube, that houses sound‑reducing parts. Mounts or adaptors that are not silencers could be used for attachment and still count. If enacted, more parts could be regulated like silencers, affecting owners, sellers, and makers. The changes would take effect upon enactment.
