- That 2026 baseline would increase each subsequent year by the percentage change in the CPI-U (all items; U.S. city average).
- For years after 2026 Tennessee would be treated as a low DSH state when calculating future allotment increases and would follow the same low-DSH state rules other states use.

More federal hospital funding for Tennessee
If enacted, Tennessee would get a permanent federal Medicaid Disproportionate Share Hospital (DSH) allotment starting in fiscal year 2026. The 2026 allotment would equal Tennessee's DSH allotment for fiscal year 2015. Each year after 2026 the allotment would grow by the annual percent change in the Consumer Price Index for All Urban Consumers (all items; U.S. city average). For years after 2026 Tennessee would be treated like other "low DSH" States, and its annual increases would follow the same low‑DSH increase rules. This would raise federal payments that support hospitals serving Medicaid patients and uninsured people in Tennessee.
