More frequent budget baselines. This bill would require more regular and clearer updates to federal budget baselines and would make the President provide earlier technical budget data each year.

  • Congressional Budget Office and budget committees: CBO would be required, unless the budget committee chairs direct otherwise, to submit at least two baseline updates per year and to include the economic data used for at least one update.
  • Executive branch budget data: The President would be required, to the extent practicable, to send technical budget data to Congress by February 1 each year with up-to-date current and prior year estimates and credit reestimates.
  • Policymakers and analysts: Earlier and more detailed current-year and prior-year numbers would give lawmakers and analysts timelier information for budget debates and oversight.

More regular federal budget updates for Congress

If enacted, this bill would require the Congressional Budget Office to give the House and Senate Budget Committees at least two baseline updates each year. At least one update would include the economic data used to make the update. If enacted, the bill would also require the President, to the extent practicable, to send technical budget data to Congress by February 1 each year for the fiscal year starting the next year. That data would need updated estimates for the current and prior year and credit reestimates for the current year.
