Summary

Creates emergency communication guidance for federal buildings protected by the Federal Protective Service. It would require the General Services Administration (GSA) and the Federal Protective Service (FPS) to develop and disseminate, within one year, standard procedures to notify building tenants about life safety threats and provide safety instructions, assign a designated facility security committee official at each GSA-owned or operated building to implement the guidance, and submit a report to Congress on best practices within 18 months.

Faster threat alerts in federal buildings

This bill would require GSA and the Federal Protective Service to issue emergency communication guidance within 1 year. It would apply to federal buildings that GSA owns or runs and that the Federal Protective Service protects. The guidance would tell facility security committees how to warn tenants about threats and give clear safety steps during higher risk. Each building’s designated committee official would be responsible for putting the guidance in place. "Life safety events" would mean events that bring first responders, like police, fire and rescue, or natural disaster teams. GSA would have to send Congress a report on what was implemented within 18 months.
