College Financial Aid Clarity Act of 2025

Clear financial aid offers for students

If enacted, this bill would require colleges that get federal aid to give a standard "Financial Aid Offer" starting July 1, 2029. The offer would show program of study, award year, required costs, annual grants and scholarships, net price estimates (for completion and attendance), and detailed loan terms. The Department of Education would publish consumer-tested formatting rules and must notify schools by July 1, 2028. The Department would also set up testing (including students, low-income and first-generation families, counselors, schools, lenders, nonprofits, and States), exempt that testing from the Paperwork Reduction Act, and review a random sample of offers by July 1, 2029 and every two years after. Colleges would have to certify they will follow these rules when they sign the Program Participation Agreement. Electronic confirmations of receipt could not be treated as accepting or rejecting an offer.
