New NG9-1-1 Cybersecurity Center

If enacted, this bill would require the Assistant Secretary to establish a Next Generation 9-1-1 Cybersecurity Center. The Center would be set up after consulting NHTSA and CISA. It would share cyber threat information and give guidelines to detect and stop attacks on 9-1-1 systems.

Next Generation 9-1-1 funding cap

If enacted, this bill would authorize funding for Next Generation 9-1-1 for fiscal years 2026 through 2030. The money would remain available until spent. Not more than 4 percent of any appropriated amount could be used for administrative costs. That 4 percent would include the Cybersecurity Center and the Advisory Board.

Public safety NG9-1-1 advisory board

If enacted, this bill would create a 16-member Public Safety NG9-1-1 Advisory Board. Members would include law enforcement, fire, EMS, and 9-1-1 professionals. Appointments must be made within 150 days after enactment and the Board must give certain recommendations within 120 days after all members are appointed. Members would serve three-year terms and the Board would end when grant funds run out.

NG9-1-1 grants and conditions

If enacted, this bill would create an NG9-1-1 grant program for States, Tribes, and state/tribal entities. Grants could pay for implementation, maintenance, cybersecurity, outreach, and training. Training costs would be capped at 3 percent for non‑Tribal recipients and 5 percent for Tribal recipients, and administrative planning costs would be capped at 1 percent and 2 percent respectively. Applicants would have to certify that no 9-1-1 fees were misused in the prior 180 days and that a sustainable funding plan and cybersecurity resources would be established within three years. False or missing certifications could force repayment and bar future grants, and grant funds could not be used for FirstNet or to pay persons barred for national security reasons.
