- Families and individuals: Applicants' Social Security numbers would be checked against all Exchanges for the same coverage period. If a match appears, duplicate advance premium tax credits would be halted or adjusted.
- Exchange administrators: The Secretary would have to implement the cross-Exchange verification within 60 days of enactment and integrate it into the existing Exchange program.
- Program integrity: Creates a centralized SSN-based matching process focused only on preventing duplicative premium tax credit payments while leaving other enrollment and subsidy rules unchanged.

Tighter checks on marketplace subsidies
If enacted, the bill would require the Secretary to set up a cross-Exchange Social Security number check within 60 days of enactment. Exchanges would compare the SSN a person gives when applying for individual-market coverage to SSNs of enrollees for the same coverage period. If an identical SSN is already enrolled, the Secretary would stop duplicate advance premium tax credit payments. This would reduce improper duplicate subsidy payments and protect federal funds.
