If enacted, the bill would require each State agency that runs SNAP to provide recipient-level data, case files, and other program records to the Secretary of Agriculture when requested for administration, oversight, integrity, or enforcement. States would have to send requested data within 30 days, unless the Secretary sets a shorter deadline for urgent audits or investigations, and would have to use secure electronic transfer systems the Secretary prescribes. The Secretary would have to safeguard received data under federal privacy and security laws, including the Privacy Act of 1974. The Secretary would be allowed to disclose the data to federal and state law enforcement for enforcing SNAP or other laws, and states that do not comply could face withholding or suspension of Federal SNAP administrative funds.
