TABS Act of 2025

Sponsored By: Representative Barr

Introduced

Summary

This bill would transform the Bureau of Consumer Financial Protection into the Consumer Financial Empowerment Agency. It would recast the Bureau as an independent, President-appointed agency and change how that entity is named and governed across federal law.

Show full summary
  • Changes governance for the agency itself: the Director is clarified as a President-appointed head, references tying the entity to the Federal Reserve are removed, and Bureau-specific structural language is replaced with Agency terminology.
  • Updates dozens of statutes: the bill makes conforming amendments across many consumer finance laws, naming the Consumer Financial Empowerment Agency as the Bureau's successor in Dodd-Frank Title X, the Truth in Lending Act, the Truth in Savings Act, the Fair Credit Reporting Act, the Fair Debt Collection Practices Act, Gramm-Leach-Bliley, the Real Estate Settlement Procedures Act, and others.
  • Moves funding into regular appropriations: the bill redesigns the budget provisions and places the Agency on the annual appropriations track for fiscal years 2026 and 2027.

*The bill would shift the Agency's funding into the annual appropriations process and authorizes that such sums as may be necessary be appropriated for fiscal years 2026 and 2027.*

Rename and restructure consumer finance watchdog

This bill would rename the Consumer Financial Protection Bureau as the Consumer Financial Empowerment Agency. The Agency would be an independent agency, not described as part of the Federal Reserve. The Director would be appointed by the President. Funding would move to the annual appropriations process, with “such sums as may be necessary” authorized for fiscal years 2026 and 2027. Many consumer finance laws would be updated to refer to the new Agency, and some subsections would be changed or removed (for example, one provision drops the word “examinations”). If enacted, this could change how consumer finance rules are made and enforced, starting upon enactment.
