- Federal agencies and hiring managers would be able to establish one or more agency technology and artificial intelligence talent teams at the component level to improve examinations, write job announcements, share high-quality certificates of eligibles, and use subject matter experts to rank applicants.
- Job applicants and technical candidates would face standardized technical assessments for AI and tech positions, and subject matter experts could review resumes; the bill sets a 5-year cut-off for non-self-assessment content and a waiver process with a 30-day posting requirement.

New federal tech and AI hiring teams
If enacted, each executive agency could create technology and AI talent teams to help hire for tech and AI jobs. The Office of Personnel Management could also set up a federal team to support pooled hiring across agencies, provide training, and share lists of qualified candidates. These steps would aim to make federal tech and AI hiring more coordinated and easier for applicants and hiring managers.
Shared assessment platforms for hiring
If enacted, OPM would run an online platform for examining agencies to share and customize technical assessments. Agencies should, when practicable, use existing hiring platforms (for example, USA Hire) to run assessments. OPM would include user ratings on the platform but would not have to independently validate each shared test; agencies keep control of exam content.
New rules for technical job tests
If enacted, agencies could let subject-matter experts help design and run job-specific technical assessments for competitive-service tech and AI positions. Starting five years after enactment, exams could not mainly rely on automated self-assessments unless a Chief Human Capital Officer grants a waiver. The waiver requires a written report to OPM within 30 days and must be posted online before it takes effect.
