More crisis counseling for responders
If enacted, the bill would amend the Stafford Act to let "qualified emergency response providers" get federally supported crisis counseling when responding to a major disaster. Public safety telecommunicators would be included if their job matches detailed occupation 43-5031 (or a successor). This would extend short-term crisis counseling that previously focused on disaster survivors to these responders.
Nationwide responder mental health program
If enacted, HHS (through SAMHSA) would have two years to set up a national program for qualified emergency response providers. The program would provide 24-hour mental health access and a confidential, toll-free hotline through the 988 Suicide and Crisis Lifeline that is staffed at all times. It would fund outreach and education for providers and families, give priority to those who responded to major disasters, and create a trained peer counselor program using active and retired responders.
Mobile crisis grants for responders
If enacted, the bill would create competitive grants to fund mobile crisis units serving qualified emergency response providers near major disaster areas. Grants could pay for on-site screening, short-term crisis care, referrals, resilience training, and some equipment or loan repayment. Each grant would be at most $150,000, run at least six months, and could be renewed once so it lasts no more than two years.
