Tighter restaurant meal rules for SNAP

This bill would limit SNAP restaurant-meal redemptions to prepared foods sold in a grocery store's deli, hot bar, or prepared-food section. Each meal would have to be for immediate consumption and include at least one fruit or vegetable and at least one protein, as defined by the Secretary. Only retail food stores that are not primarily quick-service or fast-food and that meet state and local grocery health rules could participate. The bill would bar a spouse of a SNAP-eligible individual from using the restaurant-meal option. It would let stores already authorized under section 9 participate without a separate approval and would require EBT and retailer coding updates to block ineligible households and items. States would have to publish reports listing participating stores, redemption amounts, people served, program costs, and program effectiveness.
