  • State departments of transportation, public transit agencies, and bridge operators would become eligible for emergency relief when extreme heat damages roads, bridges, or related structures. The bill notes more than 85,000 movable girders or bridges are over 50 years old and at higher risk, and it adds a proviso about relief for bridges whose deterioration was substantially caused by heat.
  • Rural communities with limited route redundancy are singled out as especially vulnerable to heat-related transport disruptions. Recognizing extreme heat as a qualifying event aims to protect key local routes during long heat waves.
  • The Transportation Research Board would study measurable costs of long, intense heat waves and recommend how to track heat damage. The Secretary of Transportation must publish best management practices within 1 year to improve highway and bridge safety in extreme heat.
