VA senior executive pay rules

This bill would require the VA Secretary to set the annual basic pay for each VA senior executive job using the federal Senior Executive Service pay ranges and limits in Title 5. Career appointees who transfer from another agency would receive a rate consistent with their performance and pay level under SES rules. If a VA senior executive moved to a different VA executive job, they would receive the new job's pay starting the first day of the next pay period, and the Secretary could only change pay as allowed by existing SES rules. The bill would also require VA's annual report on performance awards and bonuses to list the appropriation accounts used to pay each award and the annual basic rate of pay for each person who received an award.
