Show full summary
  • Drivers and visitors: Drivers on covered park highways could receive automated citations for traffic violations and would have a chance for an on-the-record hearing before a civil penalty is assessed.
  • National Park units: Park units could collect and spend citation revenues without a later appropriation to fund construction and maintenance of park highways and parking facilities and to install, repair, and maintain speed safety cameras.
  • Contractors and vendors: The Secretary could enter contracts with private firms to install, repair, maintain, or replace speed safety cameras, creating procurement opportunities for vendors.
  • States: Use of speed safety cameras is limited to compliance with the law of the State where the covered highway is located, so state traffic rules would govern camera operation.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Speed camera fines fund park roads

If enacted, the Secretary of the Interior would be able to use automated speed cameras on highways inside National Park units. Vehicles recorded for traffic violations would be subject to a civil penalty only after notice and a hearing on the record. Revenues from those camera citations would be collected and spent without a later appropriation and would pay for construction and maintenance of the park highway and parking facilities and for camera installation and upkeep. Camera use would be limited to actions that comply with the State law where the highway section is located.

Private contracts for park cameras

If enacted, the Secretary would be able to enter into contracts with private firms to install, repair, maintain, or replace speed safety cameras used under the Act. That authority would apply when carrying out this camera program on National Park highways. The bill does not guarantee specific funding or promise any contracts.
