Foreign-Trade Zone Export Enhancement Act of 2025

Makes goods made or changed inside U.S. foreign-trade zones duty-free when exported to USMCA partner countries. This bill would change tariff rules so qualifying merchandise and its components enter free of duty, and it aims to keep U.S. manufacturing and distribution competitive and preserve jobs.

  • Manufacturers and exporters: Goods admitted to a U.S. foreign-trade zone, manufactured or changed there, and shipped directly to a United States-Mexico-Canada Agreement (USMCA) partner would be treated as duty-free under Harmonized Tariff Schedule heading 9801.00.95.
  • Component suppliers and zone operators: Component parts used in those articles would also enter free of duty, clarifying treatment for assemblies and parts.
  • Customs and implementation: The bill would require U.S. Customs and Border Protection to issue implementing regulations within 90 days of enactment.

Duty-free exports from U.S. FTZs

If enacted, this bill would let businesses that use U.S. foreign-trade zones export certain goods to USMCA countries without paying U.S. customs duties. To qualify, the goods would need to be admitted to a U.S. FTZ, manufactured or changed in condition there, and withdrawn for direct export to a USMCA Party. The bill would add a new Harmonized Tariff Schedule subheading (9801.00.95) to list these duty-free items and would treat qualifying components as duty-free for the same purpose. It would also require U.S. Customs and Border Protection to issue rules to implement these changes within 90 days after enactment.
