Summary
Would let certain separating service members pre-enroll in the VA annual patient enrollment system. It creates a time-limited pilot that would offer eligible active-duty members a way to elect VA enrollment during the 180 days before they leave service and builds in joint oversight and reporting.

Combat vets pre-enroll in VA care
If enacted, eligible combat veterans could pre-enroll in VA health care during the 180 days before leaving active duty. You would need to be on active service, expect to qualify for VA enrollment on your separation date, and be in the group defined in 38 U.S.C. 1710(e)(1)(D). VA, with the Defense and Homeland Security Departments, would set up the sign-up process. The pilot must start no later than October 1, 2027, and would end three years after the bill becomes law. VA would report results to Congress each year, and a federal review would follow after the pilot ends.
