This bill would require the Secretary of Defense to certify within 180 days and then yearly whether Azerbaijan met five listed steps related to Armenia. If the Secretary cannot certify, the Secretary would have 14 days to review U.S. security assistance to Armenia. The Secretary would report threats, past U.S. assistance, defense gaps, immediate steps, and recommendations to congressional defense committees. The bill would define those committees as the Senate and House Armed Services and Appropriations Committees. If the Secretary cannot certify, the bill would bar the President from using a specific 2002 foreign operations waiver after 14 days.
