- Veterans in priority groups 1–5 would pay no copayments for Whole Health well-being services.
- Other veterans could be charged monthly copayments but those payments could not exceed a $30 hard cap per month.
- Whole Health well-being services are defined to include educational and skill-building services such as Whole Health coaching, partner sessions, and courses, and complementary and integrative services such as guided imagery, meditation, Tai Chi/Qigong, and yoga for well-being.
- The bill would override certain existing copayment laws to ensure the new framework applies and adds a table entry for the new statutory section. It also includes a non-binding Sense of Congress encouraging the Department of Veterans Affairs to provide affordable access beyond the exempt groups.

Lower Whole Health copays for veterans
If enacted, this bill would create a new federal rule limiting copayments for VA Whole Health well-being services. Veterans in VA enrollment priority groups 1 through 5 would not have to pay any copayment for these services. For other veterans, VA could require a single monthly copayment for any Whole Health services received that month, but that copayment could not be more than $30. The bill would define Whole Health well-being services to include education and skill-building (for example, Whole Health coaching, partner sessions, and courses) and complementary practices that promote self-care (for example, guided imagery, meditation, Tai Chi/Qigong, and yoga). The bill would override some existing VA copayment rules so the new limits apply and would take effect upon enactment. It also includes a non-binding Sense of Congress encouraging affordable access to these services for all veterans.
