Reverse Transfer Efficiency Act of 2025

Sponsored By: Representative Rep. Neguse, Joe [D-CO-2]

Introduced

Summary

Enables consent-based sharing of college records to help students use past coursework toward postsecondary credentials. This bill would amend the Family Educational Rights and Privacy Act to let a postsecondary institution that a student previously attended receive that student's coursework and credit records from another institution when the student gives written consent. It ties the definition of a recognized postsecondary credential to the Workforce Innovation and Opportunity Act.

Share prior college credits with consent

If enacted, a college you previously attended would be allowed to receive your course and credit records to help finish a recognized credential. This would only be for using your past coursework to award that credential under federal workforce law. It would require your written consent before you receive the credential. This could help you avoid retaking classes and paying twice.
