New federal contracting ban for individuals
If enacted, people convicted of certain federal felonies tied to a federal contract, grant, loan, or other assistance would be listed as excluded on the federal System for Award Management (SAM). They would be barred from being eligible for federal contracts, grants, or related assistance for 3 years after the exclusion is entered in SAM. The Attorney General must notify the Administrator of General Services, who would promptly add the 3-year ban. An agency head could lift the ban for a person by written exemption, and must send that exemption to Congress right away. Within one year of enactment, the Attorney General and GSA Administrator would issue guidance on how agencies must apply and comply with these rules. The bill also clarifies agencies may still pursue other criminal, civil, or administrative actions, including suspension or debarment processes.
