District of Columbia Chief Financial Officer Salary Home Rule Act

Summary

Gives D.C. authority to set and protect the CFO's pay. This bill would amend Section 424(b)(2)(E) of the District of Columbia Home Rule Act to require the Chief Financial Officer be paid the greater of the federal annual pay limit under 5 U.S.C. 5307 for covered employees or a rate established by the District of Columbia. Any D.C.-established rate that applies to an individual serving as CFO could not be reduced during that individual's period of service.

This bill would let D.C. set the Chief Financial Officer's pay each year at the higher of two amounts. One amount would be whatever annual total equals the federal pay limit under 5 U.S.C. 5307 for certain employees. The other amount would be the annual rate set in D.C. law. If a D.C. rate applies to the person serving as CFO, D.C. could not cut that rate during their service.
