Limits wagering loss deductions to the amount of wagering gains. This bill would reinstate Section 165(d) so wagering losses are allowed only to the extent of wagering gains and would clarify that the phrase covers any otherwise allowable deduction incurred in carrying on a wagering transaction.

- The change would apply to tax years beginning after December 31, 2025, so filings for those years would follow the reinstated rule.
