Facilitating Useful Loss Limitations to Help Our Unique Service Economy (FULL HOUSE) Act

Sponsored By: Representative Miller (OH)

Introduced

Summary

Limits wagering loss deductions to the amount of wagering gains. This bill would reinstate Section 165(d) so wagering losses are allowed only to the extent of wagering gains and would clarify that the phrase covers any otherwise allowable deduction incurred in carrying on a wagering transaction.

Show full summary
  • Individuals who report gambling winnings and losses would only be able to deduct losses up to their gambling gains, shrinking the ability to claim a net gambling loss on a tax return.
  • Professional or business-like gamblers would have business expenses tied to wagering treated as wagering losses and therefore capped by the same gain-only limit.
  • The change would apply to tax years beginning after December 31, 2025, so filings for those years would follow the reinstated rule.
