Sponsored By: Representative Del. Norton, Eleanor Holmes [D-DC-At Large]

Introduced

Summary

Extends DC Human Rights Act employment non-discrimination protections to two additional groups of District government workers. It would treat nonjudicial court staff and Public Defender Service staff as employees under the Act and change which complaint rules apply to claims against them.

Show full summary
  • Court nonjudicial employees: Would make nonjudicial staff of the District of Columbia courts eligible for the DC Human Rights Act's employment discrimination protections.
  • Public Defender Service employees: Would make employees of the District of Columbia Public Defender Service eligible for the DC Human Rights Act's employment discrimination protections.
  • Complaint process change: Would exclude the courts and the Public Defender Service from the separate District government complaint route, so complaints against those entities and their officials and employees follow the Human Rights Act procedures.

Workplace protections for two DC employee groups

If enacted, the bill would treat nonjudicial employees of the District of Columbia courts and employees of the District of Columbia Public Defender Service as employees covered by the D.C. Human Rights Act. The courts and the Public Defender Service would be treated as employers under that Act. Complaints filed on or after the law's enactment would be covered. The bill would also say that the special separate complaint procedures for District agencies do not apply to complaints against those two entities, so those complaints would follow the standard Human Rights Act process.
